I generated the 5/25 files.  The book said that LAP loaded them, and sure enough
it did.  They weren't there when I started, so I compiled the corresponding LSP
files using UCI compiler.
Steps I used to generate ILISP:
1.  Assembly of ILISP.MAC
2.  Compilation of missing LAP files.
3.  Loading of ILISP.REL.
4.  Loading of LAP stuff via LISP.
